The Week in Numbers – London Housing Delivery Test

After a three month delay, the Ministry for Housing, Communities and Local Government (MHCLG) published the Housing Delivery Test (HDT) last week.

The report makes for interesting reading for London boroughs, with 16 failing to deliver their targets as per their local plans and 12 of these boroughs delivering below 85% their targets. There are notable exceptions with Hammersmith & Fulham and Wandsworth delivering 189% and 168% respectively on their housing targets.

This Housing Delivery Test was delivered based on the boroughs’ current local plans, with many out of date and in the process of adopting new ones. It will be interesting to assess the next HDT report in November which is likely to include newly adopted local plans and their housing targets. This should better reflect the new London Plan, which is still currently in consultation, and NPPF housing targets adopted in July 2018.
