Packaged Living/Hammerson PLC

Hammerson PLC and Packaged Living wanted to repurpose the former Debenhams store into new retail space and BTR housing in Leicester City Centre. BECG was appointed to deliver political advocacy and community consultation services. 

Hammerson PLC brought forward proposals to redevelop the former Debenhams store at Highcross, St Peters Lane, Leicester. The proposals would provide new retail space and rental homes for Leicester City Centre. ​ 

The scheme featured 338 apartments for rent, with 4,400 sq ft of shared residential amenity space, 3,700 sq ft commercial space on the ground floor, five wheelchair-accessible car parking spaces, and 502 cycle spaces.​ 

Access to the new development will be provided from New Bond Street, which will help to open up this forgotten part of the city, generating higher footfall for the surrounding businesses.​ 

BECG delivered a targeted programme of political engagement and a digital consultation process, promoted via social media, to showcase the proposals across the city.​ 

This helped to reach more than 90,000 people across the city and nearly 500 people actively participated in the consultation process.​ 

Throughout the determination period, momentum was maintained to ‘lock-in’ political support for the application.​ 

The application was approved in January 2022.​
